Library package for easier declaration of prologvars from POP-11

PROLOG_VARS is an autoloadable library package which provides the macro
"prolog_vars"; "prolog_vars" can be used in a POP-11 procedure like an
ordinary POP-11 "vars" statement.  However, identifiers which come after
the macro (and before a ";") will have an uninstantiated Prolog variable
assigned as their value.  For example:

    prolog_vars x, y, z;

    x =>
    ** <prologvar _1>

The above statement is equivalent to:

    vars x, y, z;
    prolog_newvar() -> x;
    prolog_newvar() -> y;
    prolog_newvar() -> z;
